The Wellington Regional Leadership Committee (WRLC) (Joint Committee) brings together all local authorities in the Wellington region and Horowhenua, mana whenua partners and central Government to provide leadership and direction to tackle the region’s key urban growth and economic development challenges and opportunities. It has delegated authority for approving and implementing some key regional strategies. Through its work it develops regional direction and coordinates implementation.

The Secretariat supports the Joint Committee and its work programme. The role of the Secretariat is to coordinate the work programme of the Joint Committee, manage the agenda on behalf of the Chair and Deputy Chair, and support project leads for agreed projects to progress them and report through the relevant oversight groups (CEs Group, Senior Staff Group) to the Joint Committee.

This new role has arisen from a refocus of the Secretariat in line with the future needs of the WRLC. It is now being managed as part of GW, reporting directly to the GM Strategy, and has access to the support and resources that organisation can provide.

In summary, key aspects of the role are:

  • Developing strong working relationships with the stakeholders, these being the partner group representatives of Local government and Iwi representatives, as well as senior government officials.
  • Leadership, through managing the strategic priorities that have been determined from the Future Development Strategy, and driving those to agreed outcomes/implementation through effective planning and programme management.
  • Operating as a focal point for the collaborative achievement of projects, championing a regional approach and supporting local initiatives.
  • Working closely with the Chair and Deputy Chair to coordinate the agendas and general business of the Committee.

You will therefore exhibit the following competencies:

  • Mana/gravitas to garner the respect of the WRLC members, even when dealing with complex issues.
  • Simply outstanding stakeholder and relationship management skills, achieving results though influence and collaboration, not through directive means.
  • Being able to circumvent “roadblocks,” finding a way forward with an eye always on implementation, tangible delivery of goals.
  • Operating effectively in what might be best described as a “matrix” leadership structure.
  • Leading and motivating a small, but highly dedicated team.
  • Having genuine dedication to the needs of mana whenua across all decision making.
  • Experience in a senior government (especially local government) environment will be highly advantageous.
